The EPA began reviewing its own plan in July after lengthy delays by the Obama administration.
Under the proposed plan, the Energy Department would not build more than 20 megawatts of nuclear power plants if Congress approves the plan in 2014.
The Energy Department is seeking comments on the proposals from 2040 through 2045.
